Is there a controller output that can be used to operate a relay for emergency shutdown in case of a runaway situation?

The original TAP Controller and TAP II Controller both include safety ouput.

The original TAP Controller offers three element outputs and a safety output. The TAP II Controller has a single element output and a safety output. The safety output can be used as an upstream switch to prevent runaway in the event of the output relay failure.  
 
Additionally, TAP Monitor DIY Configurable Components can be installed as a redundant relay controller – for an additional layer of protection against relay failure.
